These crystals form most commonly in mud and occasionally in blow holes. This one formed in a blow hole, resulting in etching all around the crystal. The Hanksite is fluorescent as well as phosphorescent. While hanksite is not uncommon at this location, it is only found at a small handful of locations worldwide, so it is a rare mineral in the bigger picture.
