The Bolsheviks started in 1987 and stuck around for a few years. Honky Tonk and Ax (as Masked Superstar) debuted before 1987. Gang, Rude, Smash and (I think) The Rockers debuted in 1987.

WWF had some rough times, the worst being the PR almost-nightmare of Sheik and Duggan getting pulled over, WWF was strong on tv ratings, ppv, and profit. As far as smaller promotions go, things only got worse.
