Be sure the existing tires are inflated to the highest pressure recommended by VW for the Jetta SEL with the 17" wheels. Given your driving conditions you might consider inflating the tires to higher than the recommendation on the tire sticker, say midway between the vehicle recommendation and the tire limit.

The current tires are Kuhmo 722's and they are ready for replacement. The spec on Kuhmos sized tires indicate they turn approximately 915 Revs Per Mile. I believe the factory rims are 14 x 5.5". Taller tires such as 65, 70, 75, 80, etc reduce the Revs Per Mile proportionally.

So, my choices for new all-season tires boil down to 1) pay about $600 total for four poor-quality tires that will probably need to be replaced again in 25k miles, and are terrible in snow, or 2) pay about $1300 to get new wheels in a different size, along with good-quality tires of my choice.

I think most old cars do improve their handling with modern radials in terms of not breaking loose on the road (because sidewalls are stronger) but it wouldn't help the body roll....and in many cases, radial tires will create shimmy or road wandering in old cars, since the radials are gripping so much better and transmitting better feel to the old suspension systems.
