Tywin prefers to be the brains behind any operation, ceding the role of 'brawn' to those who are more fit to embody it (like Gregor). When we meet him, he's past his physical prime and concerns himself with tactics and direction instead of combat, so we don't know what he's like with a sword for the most part.
