Minor aspects of mastery packages, hanger bays, cloaking, & raider flanking will be considered more to tie-break starship rankings. This is not a tier list for "best dps" to "worst dps" -- as STO is more than just damage (as people are starting to realize in the current Halloween TFO...). PVP won't be considered for this list.
