UBW Shirou with Rin’s circuits can use projection magic without much problems, HF Shirou has Archer’s fucking arm, Nameless has the capability to project Excalibur and Oath Under Snow Shirou (+ Miyu) is pretty OP. These are some things that I’ve heard so far which led me to wonder which EMIYA/Shirou is the strongest OVERALL.

Shirou is considered weak compared to most magi because magi are expected to be capable of using multiple types of magecraft. Shirou is confined to reinforcement and projection, granted he has a special version of it due to having an element and origin of "sword". Shirou also has a paucity of mana, which is why he needs help from Rin to cast UBW.
