SB 747, as amended, Caballero. Land use: economic development: surplus land. (1) Existing law authorizes a city, county, or city and county, with the approval of its legislative body by resolution after a public hearing, to acquire, sell, or lease property in furtherance of the creation of an economic opportunity, as defined.
SB 747 makes a number of changes to the Surplus Land Act, which: 1) Clarifies the Economic Opportunity Law remains an independent and alternative process for cities and counties 2) Makes numerous improvements to the Surplus Lands Act, in ways that continue to advance the development of ordable housing, while avoiding needless delays and
affordable housing is prioritized when local governments dispose of their surplus land. SB 747 also makes numerous small but important improvements to the SLA that will ease implementation of the law and ensure that the law's processes are focused on properties most likely to be redeveloped for housing."
