Why can't I turn on Ray Tracing with my supported GPU?

Nvidia says my latest update is supposed to support Ray Tracing for D4 but every time I go into my game settings, the options are greyed out. At this stage why even add it now, the game has been out for a number of months, many players have completed the main story and then some.
