Same as Weverse (which runs/owns Phoning) they are different apps used for different idols/groups that are paid that have exclusive content to the app. Bubble and Weverse both have the video call option, story upload option, and audio call options.

Sometimes "phoning it in" is really the actor having a lack of clarity in their direction/character/scene. Sometimes it's an actor rebelling against confusing direction. Some directors/actors run into a wall of either time or money or both and they really have no choice but to accept what they can get and move on.
