2006年6月20日 · "Peace out" is a very informal goodbye that is said much more often than it is written. It is used by hip younger folks in their teens and twenties. Often, you say it to someone and flash them a peace sign (index and middle fingers up in a gesture of peace) at the same time in lieu of a "goodbye". Or, they say "Peace out, man".

I always perceived it as urban slang basically meaning, “I’m outta here/I’m leaving.” However, judging by the description of the video, it sounds like the speaker may be using it more in the way suggested by owlman.
