Often, you say it to someone and flash them a peace sign (index and middle fingers up in a gesture of peace) at the same time in lieu of a "goodbye". Or, they say "Peace out, man".

I always perceived it as urban slang basically meaning, “I’m outta here/I’m leaving.” However, judging by the description of the video, it sounds like the speaker may be using it more in the way suggested by owlman.

The author disagrees with the pro-war party who thinks that war would be a good thing in this particular case.
