2021年8月9日 · Fuse #28 serves ignition coils as you know and fuel injectors as @budwich stated and also C1-19 of the PCM. This fuse is energised through terminal C of the ignition switch once the RUN position is reached. PCM and BCM communications are established before the key even reaches the ACCY position.
Fuse #10 PCM B blows instantly - GMTNation
2012年12月3日 · Figures. I start digging more and found that fuse #10, labeled PCM B (20A) is blown. Fuse #28 is PCM 1 and it is OK. If a PCM fuse is blown that can't be a good thing... Swapped it with a new one, turned the ignition, and the SES light came on for the test as it should. Tried to start, nothing. Released the key, no SES. Checked the fuse, blown.

Pulling the PCM fuses will make him think it's something more than just a dead or disconnected since lights and stuff will work.
No power to the PCM B fuse and fuel pump relay. - GMTNation
2018年12月17日 · So PCM B fuse would only have power from from PCM itself, when the key is turned to prime the fuel pump and when the vehicle is running. That's where I'm stumped. I don't know if it's possible a bad ground somewhere, the PCM itself is bad, or maybe a bad connection at the fuel pump. The fuse slot pins didn't seem loose when I was probing them.

PCM I fuse keeps blowing (#28), maybe a bad ground?

Checking continuity from the non-battery side of the #28 fuse terminal to ground shows there is a short... now I know what, time to find where.
