Ōchi Fukuchi (福 ふく 地 ち 桜 おう 痴 ち, Fukuchi Ōchi?), formerly known as Gen'ichirō Fukuchi (福 ふく 地 ち 源 げん 一 いち 郎 ろう, Fukuchi Gen'ichirō?), [5] was the captain of the Hunting Dogs special units. However, in reality, he was the leader of the terrorist organization, the Decay of the Angel, acting under the alias of Kamui (神 か 威 むい, Kamui?).

Fukuchi wanted Fukuzawa to lead the Humankind Army to avoid a future war as foretold by his sword. Fukuchi made himself the villain that must be slain by the hero to save the world, his best friend Fukuzawa. Fukuchi's immense trust in Fukuzawa is proven by the responsibility to protect the world he had given to him.

Commander of the Hunting Dogs units. His name is based on a Japanese journalist and kabuki playwright by same name. His ability Mirror Lion is also based on Genichirou Fukuchi's kabuki play by same name. He is also the leader of the terrorist organization Decay of Angels and acts under the alias of Kamui.

Probably one of the most persistent (and arguably, one of the most aggravating) antagonists I've seen in a long time.
