My interpretation of the above is as follows: The TAF is valid for 6 hours from 00 on the 24th until 06 on the 25th. The TTF is valid for 3 hours from 03 on the 25 until 06 on the 25th. Therefore the arrival time falls outside the TAF and the TTF.
