Some were probably loyal to Thrawn Others probably thought honoring Darth Vader's lineage when its likely that he MIGHT have been the one who started the decontamination process fraud could have swayed other hearts. Some still might have seen the outside world and enjoyed it more than honor.

They are kinda hard to keep track of since they never get listed in the Dramatis Personae, even in books where they seem to get at least one mention in any scene that Leia is in.
