HR is saying that they won't provide such letters but my Visa agent is saying few TCS employees has submitted the NOC. I have taken this letter for my personal trip to UK. Just tell them the purpose in mail, include your supervisor and get the leaves approved before sending the mail.

Then you need to mail to HR keeping your manager in CC and ask for Bonafied letter where it should be mentioned that your leaves are approved for traveling to Europe and TCS has problem in that.
