That Lotusmon was the intention I don't think there is much evidence since she debuted in Digimon Story Sunburst/Moonlight and at that point Savers already existed. Although "Bio" Lotusmon debuted a year earlier in the anime.

2021年5月20日 · The thing is that Lotusmon has always been mainly Lalamon's mega, whereas Rosemon for Palmon. Savers decided to give Rosemon to Lalamon too because of reasons. Digimon afaik has always been about those sometimes gigantic evolution trees and thus never having just a single line.

In fact, as stated in this interview (in the GraceNovamon section), Rafflesimon was originally designed in an Omnimon-style that combined both Rosemon and Lotusmon bodyparts.

Lotusmon is fast and will be consistently going first (disregarding back attacks). 2.
