The appearance of a titan is based on the willpower of the shifter. Falco's willpower was to be free like a bird as seen in S4E1. Hence, it is only fair that Falco takes the form of a bird. Falco was bird-like because he transformed from a Beast Titan. There’s also the theory that Marley experimented on the shifters to make them more lethal.
