Yes, you can get rid of the fading (and other effects) without forgoing Aero entirely. Control Panel>All Control Panel Items>Performance Information and Tools Click the link on the left "Adjust Visual Effects". You'll see where you can disable the fade effects and other things.

If you are trying to fade out a video (possibly so, from your screenshot?) you could actually achieve this by importing the video in Custom Audio as an audio track, then selecting fade.
