The European Space Agency (ESA) [a] is a 23-member international organization devoted to space exploration. [8] With its headquarters in Paris and a staff of around 2,547 people globally as of 2023, ESA was founded in 1975 in the context of European integration. Its 2025 annual budget was €7.7 billion. The European Space Agency (ESA) was founded in 1975 when the European Space Research Organisation (ESRO) merged with the European Launcher Development Organisation (ELDO). The ESA Convention was signed by the ESRO and ELDO members on 30 May 1975 and by Ireland on 31 December 1975. Canada signed a Cooperation Agreement on 9 December 1978.
