2022年2月27日 · TL;DR : land tank seems to grant 1 tier of resilience and 5% damage resistance per stack of land tank up to 3 stacks, lasting an initial 4 seconds between kills with the weapon, with psionic forging granting 10 seconds between kills with land tank weapons to keep the buff up.

At tier 10 Resilience, regardless of Land Tank uptime, the cooldown was always 22 seconds. Land Tank had no effect. I replicated this test at tier 9 Resilience to verify my method and Land Tank did indeed lower the cooldown (to a different degree each time depending on Land Tank uptime), but never lower than 22 seconds.
