In the middle ages, people like Martin Luther thought the name was connected with the Harz region and that the name was something like Harzer.

That doesn't mean that other earlier Cherusci didn't migrate southwards, joining some groups of the migration period. It depending on personal ambition, family ties, alliances and allegiances etc.
