The C40-9 and C40-9W was, in many ways, a C44-9W built specifically for Norfolk Southern from January, 1995 through December, 2004. While initial C40-9 was de-rated to 4,000 horsepower, the later C40-9W's could actually be uprated to 4,400 horsepower simply by flicking a switch.

The C40-9 is the only model in the Dash 9 Series to feature the standard cab design. All were built with rooftop-mounted air conditioners which gives them a rather unusual and distinctive look - and were quickly coined "top hats" by the railfan community.

Part of GE's "Dash 9" series of locomotives, the Dash 9-40CW shares its frame, HiAd trucks, 16-cylinder 7FDL engine, and 752AH-31 traction motors with the GE Dash 9-44CW.
