Most significantly, Dr. Ah Fong became the first Chinese doctor in Idaho to be fully licensed as a physician and surgeon. In 1899, Dr. Ah Fong was denied a license to practice medicine in Idaho, and in response, he took the State of Idaho to court over its discriminatory licensing practices.

Ah Fong was born in Canton China sometime in the 1840's. He came to Idaho sometime around 1866 and became a popular herbal physician. In 1900 Ah Fong filed a suit against the Idaho Board of Medical Examiners who refused him a license to practice medicine despite the fact that he held a license from 1887-1897.
