I've run into several sections of Lionel tubular "O" track that has developed shorts due to the center rail wearing thru the insulator pad.

Here's the Electric RailRoad schematic for their PW whistle controller replacement. They also have a circuit board layout for it. Maybe this will be similar enough to figure it out, or you can build a replacement. They may still have a kit of parts available as well, you could ask them.
