Public television station WGTV/8 had only been on the air since May 1960, and there were virtually no receivable UHF signals within the area. Enter Jack M. Rice, who had owned the Rice Coal Co. since 1950 and also held the market franchise for wired pay-TV service International Telemeter, which was targeted to begin operation in the fall.
