WDVM-TV was launched on January 3, 1970 as WHAG-TV. It was owned by Warren Adler, who also owned its sister radio station of the same callsign (AM 1410 and FM 96.7). Initially, it was an NBC affiliate, used for coverage where network-owned WRC-TV was unavailable. In 1973, Warren Adler sold WHAG-TV to Sheldon and Samuel Magazine.

WDVM, formerly WHAG was acquired in late 2003 as part of the Quorum Broadcasting acquisition. The station benefits from a strong local management team and by being the only licensed broadcast station in Hagerstown, Maryland.
