2005年2月18日 · "Tung oil finish" can mean a number of things including 100% tung oil, an oil/varnish mix, or a wiping varnish. Bob Flexner has an article on the subject at this link - Oil Finishes . With the "rub it in, let dry fifteen minutes, then wipe off any that hasn't soaked into the wood" directions, it sounds like you have a danish oil product.

You can also put CA on the pen blank take it to a high gloss and then take 0000 steel wool reducing the gloss finish. or you can lacquer and several coats and the last coat a semi-gloss.
