This is so coincidental, and the torterra were so far out of place, that it's very possible that Dynamaxing is involved in some way with the torterra - perhaps not in the origin of their size, but possibly as the origin of the experiments themselves. Or, perhaps, just in the inspiration for the scene itself, as a nod to the mechanic.
