Pump-based liquid duping it easy: Input and output in the same tank. Add a repeating trigger (like a timer). Connect all three with the same color wire.

If the area you're sending the water to has a large flat area, it's possible the water will dissipate before it can collect. Move the lever (or place another one) next to the pump so the wire runs through it.
