Exactly this. Everyone hates Tatooine. It's a dumpster. People need to remember Tatooine, just like any setting in a script, is a plot device. It was created purely to suit the narrative of the original movies, and quickly give the audience an idea of what Luke's life is like, set expectations and contrast for what's to come.
