3hp can be the difference between surviving a rocket and getting ragdolled across the map. The PBPP is a burst-fire finisher compared to stock's consistent and reliable ranged dps, and taking Scout's gameplay in mind, the PBPP is "technically" a direct upgrade if you play your cards right.

2015年8月7日 · PBPP has no fall damage. yet people call it bad. You only get that bonus while it's active because Valve thought it was a good idea to make it into a terrible version of the blutsauger. Like it is intended now as a method of gaining health, but you take more damage as well - and the firing speed is slower than stock.
