DBS 17 doesn't need scaling - his destructive output (since his attacks helped destroy a stadium made out of the hardest material in the DBS multiverse) and ability to tank impressive attacks such as the Universe 2 gravity well (I refuse to call that a fucking black hole) is more than a match for anything Super 17 can dish out or take.

But it does mean GT characters are a lot stronger than most people are willing to admit. Super 17 himself has a really awesome design and I love how his energy absorbtion technique is used. I also love how the arc ends with Goku and 18 of all characters teaming up to beat Super 17.
