Shadow Meguna is a shadow unit obtainable through defeating him in Shadows of Corruption. He was created by Ramunade. Being a shadow unit, Shadow Meguna deals x1.3 damage to all units and receives x1.1 damage, so it's best to use him against all types of enemy.

So if Heian era Sukuna and Meguna both activate their DE, Meguna will still have a big advantage due to him being able to use malevolent shrine AND the Ten Shadows technique at the same time, whereas Sukuna’s Heian era body would be capped out at just being able to activate his domain expansion.
