In most canons the Foundation is better equipped and funded than the CIA. There may be canons where they're effectively "underfunded hobos" but I haven't read any. Generally they command resources on par with a small nation. While there are offhand mentions of the CIA, it's mostly the UIU and GOC that get that spotlight.
