Yes, but depicting it properly is not easy in SCP format form. SCP-1150-J is a joke on bureaucracy, poor management, irresponsibility and corruption in general. Even the so called anomalous effect is probably actually not. Just their higher ups chewing them out for not doing their jobs, but they can’t because they aren’t given the means to.
