
Question what is the difference HO vs OO scale?
OO that uses 16.5 mm track is a British thing while continental Europe uses HO with 16.5mm track. However things used to be where each continental manufacturer did its own thing in the scale gauge ratio.
OO scale & HO scale.........what's the difference?
The correct gauge for 1:76 scale would be roughly 18.8mm, and in fact there are a couple of fine-scale British standards which offer this (EM and Proto4). OO track looks kind of narrow underneath British outline models. (The effect is even worse when you run Irish outline models on OO or HO track - the Irish standard gauge is 5'3").

Bachmann is doing the ACS64 in HO Scale. If anyone does the Charger in HO, it would probably also be Bachmann. For N Scale, possibly KATO. If you want to kitbash, look for Siemens "Vectron" models from Europe as a starting point.
