Leighton Asia, in joint venture with First Balfour, is delivering a section of the North South Commuter Railway System – South Commuter Railway Project (SCRP). SCR CP S-03B is a section of the nearly 56km long SCRP financed by the Asian Development Bank. It runs along the existing Philippine National Railway and is comprised of 19 stations.

CP S-03B involves civil works, tunnel construction, and building works for a railway that spans around 6.1 kilometers running alongside a portion of the South Luzon Expressway.
