At the barangay level, the BNAP is formulated by the Barangay Nutrition Committee (BNC) chaired by the Barangay Chairperson to address the nutrition problems present in the community. Aside from planning, the BNC is also responsible for the implementation, monitoring and evaluation, and coordination of the BNAP with other partners and stakeholders.

BNAP serves as the local version of the Philippine Plan of Action or PPAN, the country’s blueprint of actions for nutrition improvement, led by the NNC, together with key national and local stakeholders.

Since 1974, the National Nutrition Council (NNC) has formulated eight (8) PPAN.1These plans have been cascaded to the municipalities to direct the implementation of barangay nutrition programs for almost 40 years now.
