Established in terms of Royal Decree M/29 of 18 October 2000 (22 Rajab 1421 Hijra) as a joint-stock company, Marafiq is owned by its four major shareholders - the Royal Commission for Jubail and Yanbu (RC), Saudi Basic Industries Corporation (SABIC), Saudi Arabian Oil Company (Saudi Aramco), and the Public Investment Fund (PIF).

Marafiq is a “one-stop shop” provider of a full range of centralized utilities. This concept will enable industries to outsource all utilities required to support their operations to Marafiq, rather than building and running their own utilities facilities.

Marafiq is a joint venture utilities company with shareholders from OQ (Oman's leading energy company) and Gulf Energy Development (GED) which is a leading power and water utilities company that is based in Thailand.

Currently headquartered in Jubail, Marafiq is one of the leading full-service integrated utility providers primarily operating in Royal Commission industrial cities and Jazan City for Primary and Downstream Industry (JCPDI).
