If you want a complete UI/UX revamp, you basically have to put those artists on massive crunch hours to whip something up. Even if you skip that aspect and say "just reuse MW19 UI", that's still a lot of working hours required for the coders to make it work on the new engine, because the old UI isn't sitting around in the game files.
