The R28 was a New York City Subway car model built by American Car and Foundry (ACF) from 1960 to 1961. [1] The cars were a "follow-up" or supplemental stock for the A Division's R26s and closely resemble them. The average car cost per R28 was $114,495. [2] A total of 100 cars were built, arranged in married pairs.

From this time forward for a number of years, the GE R-26/28s were found on the #2, #4 and #5 lines mixed in trains with virtually any type of IRT "SMEE" equipment, from the oldest R-12s to the relatively new Mainline R-33s. Meanwhile, the WH portion remained at Westchester, sharing duties with like-equipped R-17s, R-29s and R-33s.

All passenger rolling stock made in this time period are New Technology Trains. Car types that currently have CBTC: R143, R160, R179, R188, and R211. The New York City Subway is a large rapid transit system and has a large fleet of electric multiple unit rolling stock. As of September 2024, the New York City Subway has 6712 cars on the roster. The 1,080 cars of the primary order will replace most, but not all, of the trains known as "redbirds" (car classes R26, R28, R29, R33, R36), some of which date back to 1958 and should perhaps now be called "rustbirds".

The R26, R28, R29, R33, and R36 cars, collectively referred to as the "Redbirds" after they were painted dark red in the mid-1980s, were virtually identical subway cars built between 1959 and 1964. The R26 and R28 cars were built by American Car Foundry and the R29, R33, and R36 cars were built by the St. Louis Car Company.

Meet the Bluebirds and Redbirds, the most iconic cars in the Museum’s IRT fleet! The arrival of the R-29s was cause for celebration: these cars were intended to phase out IRT cars that had been in service for 50 years. The new fleet was greeted with an aquatic parade of fireboats and police escorts. In 1959 the first R-26 arrived in New York City.

The R-26/R-28 cars were the oldest of the Redbirds, so called because of their dark red livery worn in the cars' later years. The first of these was built in 1959, again by ACF, and rebuilt by Morrison-Knudsen from 1985 to 1987.
