On exterior base plates the grout keeps water from sitting in the plate/pier joint. Not really compelling arguments for sure.

This way erector gets his nuts and I presumably don't have to worry about anchor heads punching through the bottom of the pedestal (There is only 8" of concrete under the anchor heads, pedestals are 16" x 16").

Previous employer left this as a constructability issue in which the contractors just used shims for leveling. Both shims and nuts are covered by non shrink grout after leveling.

Even when significant axial load is present, it is difficult to achieve a condition where a baseplate with steel leveling nuts is supported by the grout, rather than the anchor bolts.
