The reason why she does more damage with less enemies is because her ultimate ability fires a set amount of arrows that will spread towards different enemies. When there are fewer targets, her arrows will hit the same enemy more times.

Ira is an agility-based marksman hero of the Wilders faction who is good at dealing sustained damage while rendering her attacker helpless from heals through a bleed debuff. She can apply a movement debuff on enemies using her ice arrows. Ira's ultimate ability "Hail of Arrows" enables her to rain a barrage of arrows upon her enemies.

Yes Ira is very good early on, but you should be able to find much better heroes early on. Lightbearers: Hogan. Mirael is in the same situation as Ira. Graveborn: Vedan, Silvina. Both are good choices. Late game (161+): Yes.
