The top one is very compact at 24 blocks per module (just standard ethonian hopper clocks stacked on top of one another, alternating direction, with redstone dust on the hoppers powered by the block of redstone above).

I hooked up an rs nor latch that controls which hopper can transfer items to the other hopper, and when if it's empty the hopper will power the rs nor latch that will change which hopper is locked. This will loop thus creating a hopper clock.

When orange hits zero, it turns on the output torch, and then re-charges itself from magenta, turning the output torch back off (so, a 3-tick pulse every N hopper clock periods, where N is the magenta charge).
