There is no logical reason for anyone to ever claim that it is not, or that you could not wear only a portion of half plate or full plate, but it is not spelled out as an option in the rules as far as I know. The armor descriptions on pg 144-145 of PHB describe them accurately.

This means that the quintessential mithril armor, the chain shirt - the one that Bilbo gave Frodo, does absolutely nothing to benefit its wearer beyond what a regular mithril shirt does.

So the "savage scale mail" (14+Dex max 2, disadvantage on stealth) would cost as much as a breastplate, the "savage breastplate" (14+Dex max 2) would cost as much as half-plate, and the "savage half-plate" (15+Dex max 2, disadv on stealth) would cost as much as full plate.

By the same logic, everyone walks around barefooted, because plate armor description is the only one mentioning boots.
