When Piccolo reaches his largest Great Namekian size against Goku, it is referred to as the Super Giant Form. Whereas his previous giant form made him rather massive with his fist about as big as Goku, this form made titanic in scale with his fingernail alone bigger than Goku.

Super Giant-Form (超巨身術, Chō Kyoshin Jutsu, lit. "Super Giant Skill") is a further enhanced version of the Giant Form. In the case of Namekians being the maximum sized Great Namekian form, a power used by the Demon Clan. [1]

Piccolo is the most powerful Namekian in Universe 7 and Universe 6, with Grand Elder Guru remarking him (or rather his original self the Nameless Namekian) to be a prodigy amongst prodigies, and even strong enough to stand up to Super Saiyans.

He ranges in size at the 23rd - after growing big, he grows even bigger after Goku goads him into it. So...pretty big is about it. I doubt you'd get a consistent figure based on the hand drawn art alone. The 3D, CGI model in Super Hero might be a better bet, but that's not entirely certain.
