2016年12月27日 · Sorry for taking so long to repond with a definitive answer but the reinstall/upgrade using the Microsoft install tool did the trick. I didn't lose anything and I can now use the 'gear' icon for settings. Everything appears to be working. I haven't tried everything but so far so good. I can restart without hanging too which was a pain.

2017年10月18日 · The gear icon is in the upper right corner when you are logged into Outlook.com Is the spam going to the Junk folder or to the InBox? If the Junk folder then the system is operating as it is designed and adding rules isn't going to have any affect.
