IIRC, you don't have to make your Digimon sick for Frigimon to appear. Just bring Digimon that hates cold (fire-Specialty digimon like Greymon, Tyrannomon, Meramon, etc.) Walk around a bit in Freezeland (you have to switch screen) and he will appear quickly.

Then go do something else and get a digimon that does NOT get sick from the cold, then talk again to Frigimon and you'll recruit it. The digimons that can get sick from the cold are all Babies, In-Training, Agumon, Greymon, Meramon, Monochromon, Tyrannomon, Kunemon, Kuwagamon and Kabuterimon.

Ice Statue is used by Coelamon, Devimon, Frigimon, Garurumon, Shellmon, Whamon, Megadramon, Megaseadramon and Skullgreymon. Frigimon can learn all Ice Techniques and Muscle Charge and Sonic Jab from Fighting Techniques. I don't know how much the stats raise. Alright, sounds pretty good so far.
