My fifa is capped at 30 fps and i cant fix it in nvidia control panel or in game

Hi, from yesterday the game comes capped 30 fps and only 30% gpu usage, i tried other game and fifa is the only one about that, i tried: reinstalling game, repair file from steam, reinstall gpu driver with cleany procedure, just at midnight the game works good when im uninstall anticheat, but today is the same, P.S. I HAVE A RTX 4090!!!! ITS A SHAME!whats happening??
