As of December 2020, Scalp of the Ghoul Lord is confirmed to still drop. It appears to be an ultra rare drop as my character went all the way to +2000 faction only faction farming in Lower Guk at +1 per kill. All undead named were killed along the way including the Ghoul Lord.

The Fabled Frenzied Ghoul doubles for 300-1k+ damage, flurries, enrages, and is partially slowable. Easily farmed by a 65 (Time-equipped) monk, 63 beastlord, 63 cleric, and 55 cleric. Possibly duoable, but 3-4+ people recommended.

The Lord of the Undead Ghouls is usually found with 2 Guk and/or Bok Guards. This Shadowknight is very tough.

He spawns in a hidden hallway south of Frenzy room. A wan roamer spawns right next to him. The two nearby dars and the urd can be ignored.

Ghouls first appeared in name in Stormhold, but were identical in all but name to zombies. In the Desert of Flames expansion and the Nektulos Forest revamp in LU37, ghouls were black-tinted versions of the aqua goblin model programmed to have a shambling walk, but they were still susceptible to Zombie mastery attacks.
